What is the security perimeter during a European Summit
The security perimeter during a European Summit includes :
- The Schuman roundabout
- Rue Froissart, between rue Belliard and the Schuman roundabout
- Avenue d’Auderghem at the Schuman roundabout
- Rue de la Loi, between avenue de la Joyeuse Entrée and the Schuman roundabout
- Avenue Cortenbergh at the Schuman roundabout
- Rue Archimède at the Schuman roundabout
- Rue de la Loi, between boulevard Charlemagne and the Schuman roundabout
- Rue de la Loi, between the ‘Résidence Palace’ and the Schuman roundabout
- Half of rue Juste Lipse towards rue Froissart
Who has access to the security perimeter
By car
- Official delegations accredited by the Council and/or the police
- Emergency services and the police
- Local inhabitants accredited by the police (access only through avenue d’Auderghem)
On foot
- Local inhabitants in possession of their identity card
- Employees and business people in possession of their identity card and a pass (to be obtained through their employer)
- All those in possession of a pass and a valid identity document
In order to gain access to the security perimeter you will have to show your pass at the police checkpoint (see “How to obtain a pass?”) as well as the identity document (identity card or passport) with which you obtained this pass.
In case their identity documents were lost or stolen, the Belgian residents and the non-Belgian residents living in Belgium, will have to produce a “valid declaration of loss, theft or destruction of an identity card or an identity card for foreigners”, commonly referred to as an “Annexe 12”.

Parking within the security perimeter
Prohibited parking on the street
No vehicle whatsoever can be parked on the street. This includes bicycles, scooters and steps.
Within the security perimeter :
- Rue Froissart between rue Belliard and the Schuman roundabout
- Avenue d’Auderghem at the Schuman roundabout
- Rue de la Loi between avenue de la Joyeuse Entrée and the Schuman roundabout
- Avenue Cortenbergh at the Schuman roundabout
- Rue Archimède at the Schuman roundabout
- Rue de la Loi between boulevard Charlemagne and the Schuman roundabout
- Rue de la Loi between the ‘Résidence Palace’ and the Schuman roundabout
- Half of rue Juste Lipse towards rue Froissart
In the streets with local traffic only during the Summit :
- Rue Archimède between rue Stévin and the Schuman roundabout
- Avenue Cortenbergh between rue Stévin and the Schuman roundabout

Garages within the security perimeter
The local inhabitants and companies with a garage in the security perimeter can get access to the perimeter during the summit if they have requested a pass for their vehicle on the site https://www.polbru.be/eurotop
Vehicles must be inside the garage. No parking on the street will be allowed, not even temporarily.
Access to the security perimeter with a motorised vehicle will only be possible through the access point on the corner of avenue d’Auderghem and avenue de la Joyeuse Entrée. Leaving the security perimeter will only be possible via rue de la Loi (Berlaymont side).
My vehicle has been towed away
From day one and throughout the European Summit it will be prohibited to park any vehicle (car, motorcycle, scooter, bicycle, step,…) within the security perimeter (see “ What is the security perimeter during a European summit?).
This prohibition will be displayed on posters and police banners. All vehicles parked within the security perimeter will be towed away by the police. The owners of the vehicles will be allowed to recover their vehicle at the European district police station on boulevard Clovis 10, 1000 Brussels. In order to recover their vehicle the owners will have to show an identity document and the papers of the vehicle.
The European district police station is open on Monday, Tuesday, Wednesday and Friday from 8 am until 4 pm and on Thursday from noon until 8 pm (the police station is closed on weekends and holidays).
What about public transport?
During a European Summit, the bus stations on rue Archimède at the Schuman roundabout will be relocated to the front of the Maelbeek metro station on chaussée d’Etterbeek.
This concerns the following lines:
- Nr 12 (direction Brussels Airport or direction Luxembourg)
- Nr 21 (direction Brussels Airport or direction Luxembourg)
- Nr 36 (direction Konkel)
- Nr 60 (direction Uccle Calevoet and direction Ambiorix)
- Nr 79 (direction Kraainem)
The Maelbeek metro station on chaussée d’Etterbeek can be reached by rue Joseph II or rue Stévin. The metro between Schuman and Maelbeek will also be available. More information can be obtained on the STIB website www.mivb.be .
The metro and the SNCB trains will operate as normal. However, only the following entrances will be open :
- Entrance 1 : BERLAYMONT next to the Berlaymont building
- Entrance 2 : CHARLEMAGNE on boulevard Charlemagne, next to the Charlemagne building
- Entrance 3 : LEX, opposite entrances 1 and 2 on rue de la Loi
The rue de la Loi can be crossed underground via the platform which passes through the above-mentioned entrances 2 and 3.
Deliveries
During the European Summit no deliveries will be allowed within the security perimeter (see “What is the security perimeter during a European summit?). Within the security perimeter, garbage bins and outside seating accomodations will also have to remain inside during the European Summit.
I am a local Inhabitant
If you live within the security perimeter, you will receive a letter informing you that a European Summit will be held and which rules you will be asked to follow. In order to obtain a pass giving you access to the security perimeter you simply fill out the form “Formulaire de demande de laissez-passer et attestations” on the website https://www.polbru.be/eurotop of the Bruxelles CAPITALE Ixelles police zone and mail this form to zpz.polbru.eurotop@police.belgium.be.
Each person living in the security perimeter will have to ask for a pass for each person who visits them during a European Summit, using the same procedure. In order to obtain such a pass the following information will be needed: name of the visitor, complete address, even for visitors living abroad, the period of their presence at the home of the local inhabitant. Based on this information a temporary pass can be provided.
I work within the security perimeter
Companies based within the security perimeter will receive a letter informing them that a European Summit will be held and which rules they will be asked to follow. Each business will designate somebody to be in charge of requesting passes for the company staff. In order to obtain these passes this person simply has to fill out the form “Formulaire de demande de laissez-passer et attestations” on the website https://www.polbru.be/eurotop of the Bruxelles CAPITALE Ixelles police zone and mail this form to zpz.polbru.eurotop@police.belgium.be.
For staff, not registered at the Registre de la Population en Belgique, the person responsible for requesting the passes for the company will have to provide the complete address abroad. To obtain these passes, the person responsible for requesting the passes for the company will have to sign these passes and state their details.
I need to get into the security perimeter
To visit a person living within the European Summit perimeter, the resident will have to request a pass for you, covering the period of your visit.
If you have an appointment with a company situated within the European perimeter, the company will have to request a temporary pass for you.

How to apply for a pass
The request for a pass is available in 2 versions, Microsoft Excel or OpenOffice file on https://www.polbru.be/eurotop
First name and surname have to be entered in upper case. If you have several first names you only have to provide the first one except for hyphenated names. Date of birth should be written in the format DD/MM/YYYY. Other details are not necessary for this form.
The completed form needs to be sent to zpz.polbru.eurotop@police.belgium.eu.
The expiry date of your pass is stated at the bottom in the format DD/MM/YYYY.
The expiry date of the temporary passes is also stated in the format DD/MM/YYYY.
How to receive a pass
Local inhabitants in possession of an identity document can collect their passes at the police station on boulevard Clovis 10 in 1000 Brussels. Companies and businesses can collect their passes at the same police station through their designated staff member.
The European district police station is open on Monday, Tuesday, Wednesday and Friday from 8 am until 4 pm and on Thursday from noon until 8 pm (the police station is closed on weekends and holidays).
What to do in case of lost pass
A local inhabitant who has lost their pass can ask for a new one on the website of the Bruxelles CAPITALE Ixelles police zone (see “How to obtain a pass”) stating that they lost their pass. A duplicate will be delivered.
How long is my pass valid
During a calendar year there are two presidencies lasting 6 months. The first presidency starts on January 1st and ends on June 30th. The second presidency starts on July 1st and ends on December 31st. The expiry date of your pass is stated at the bottom of the pass in the format MM/YYYY. The expiry date of temporary passes is also stated in the format DD/MM/YYYY.

Why is there police :
- At the corner of avenue de Cortenbergh and rue Stévin?
- At the of rue Archimède and rue Stévin?
The part of avenue Cortenbergh between rue Stévin and the Schuman roundabout and the part of rue Archimède between rue Stévin and the Schuman roundabout are made into local traffic zones during a European Summit. No vehicle is allowed to park in these zones. The local inhabitants who have a garage in these zones will be able to get in and out of their garages but they are not allowed to park their vehicles on the street in these zones.
Pedestrians can move freely in these zones until they reach the checkpoint where they will have to show their passes if they wish to enter the security perimeter.
Why is there police at the corner of avenue d’Auderghem and avenue de la Joyeuse Entrée?
The vehicles authorized by the police will be allowed into the security perimeter after showing their accreditation to the police. The corner of avenue d’Auderghem and avenue de la Joyeuse Entrée is the only access to the security perimeter.
How to gain access to the rue de la Loi on the side of the European Commission building without a pass giving you access to the security perimeter?
You can get access through the entrance on the corner of rue de la Loi and boulevard Charlemagne using train dock 1 of the SNCB Bruxelles-Schuman train station.

One month before each European Summit, the Bruxelles CAPITALE police zone has a call centre where the population can ask questions about measures taken during a Summit as well as obtain any other useful information.
