You need to drive through avenue de la Joyeuse Entrée because it is the only way to access your garage during a European Summit.

The security perimeter
What is the security perimeter during a European Summit ?
Red zone on the map:
Streets accessible WITH a pass, used as a security perimeter during any European summit:
- Le rond-point Schuman dans sa totalité
- La rue Froissart, entre le rond-point Schuman et la rue juste Lipse
The “No Go Zone”:
Inaccessible to all pedestrians. Only accessible to motorized vehicles (see “garage located within the security perimeter”) :
- La rue de la Loi, entre le rond-point Schuman et le boulevard Charlemagne
- La rue de la Loi, entre le rond-point Schuman et le “résidence palace”
Pink zone on the map:
Streets accessible WITHOUT a pass, in local traffic with a parking restriction, used as a safety pre-perimeter for all European summits::
- Rue Archimède entre la rue Stevin et le rond-point Schuman
- Avenue de Cortenbergh, entre la rue Stevin et le rond-point Schuman (accès limité lors des passages des escortes)
- La rue de la Loi entre l’avenue de la Joyeuse Entrée et le rond-point Schuman, également appelé “la zone liberté d’expression”.
- Avenue d’Auderghem, entre l’avenue de la Joyeuse Entrée et le rond-point Schuman ;

Who has access to the security perimeter?
- Anyone on foot with a digital or printed pass and ID.
- With a vehicle:
- Official delegations accredited by the Council
- Emergency and police services
- Police-accredited vehicles (access via Avenue d’Auderghem only)
In order to gain access to the security perimeter you will have to show your pass at the police checkpoint (see “How to obtain a pass?”) as well as the identity document (identity card or passport) with which you obtained this pass.
In case their identity documents were lost or stolen, the Belgian residents and the non-Belgian residents living in Belgium, will have to produce a “valid declaration of loss, theft or destruction of an identity card or an identity card for foreigners”, commonly referred to as an “Annexe 12”.

Who should apply for a pedestrian pass?
I live in the area
As a resident of the security perimeter, you will receive a letter in your letterbox informing you of the forthcoming European summit and setting out the practical details. To obtain a pass that will allow you to return to your neighborhood, simply fill in the “Pass request and attestation form” available on the Brussels CAPITAL Ixelles police zone website, and more precisely via the link https://www.polbru.be/eurotop.
If you are not officially registered at the address within the security perimeter, you will be asked to provide a copy of your ID card, residence permit or foreign ID card, as well as a copy of your lease.
Any local resident who will be receiving a visitor during a European summit must ask his or her guest to apply for a pass, following the same procedure as above. This request will include the visitor’s contact details (full address, even if the visitor lives abroad), as well as the period during which he or she will be staying with the local resident. A temporary pass will then be delivered.
I work within the security perimeter:
Companies located within the security perimeter will be notified by post of the forthcoming European summit, with practical details. Each member of staff will need to apply individually. To do so, they simply need to fill in the “Pass and certificate application form” available on the website of the Brussels CAPITAL Ixelles police zone, and more precisely via the link https://www.polbru.be/eurotop.
We recommend that you apply using your professional e-mail address, otherwise you will be asked to provide proof of employment.
For foreign staff who are not registered in the Belgian Population Register, please indicate your temporary address in Belgium (drop-off point, hotel, address of a friend where you are staying, etc.). A copy of your identity card will also be requested.
I need to get into the security perimeter :
If you are visiting a resident of the security perimeter, you will need to make your request, specifying the period during which you will be at the resident’s home and the identity of the resident will be asked.
If you have an appointment with a company or doctor located within the security perimeter, you must make the request, mentioning the date of the appointment, and provide proof of the appointment.
Who should apply for a car pass?
Anyone with a garage within the security perimeter can apply for a vehicle pass.
It is imperative that you print out your vehicle pass and place it on the dashboard.

No exceptions will be made for people outside the security perimeter or for people with access to their building via an entrance outside the security perimeter
How do I apply for a pass?

The completed form will be sent automatically to our functional mailbox.
You will automatically receive a confirmation e-mail with a file number from the following mailbox: zpz.polbru.eurotop@police.belgium.eu.
How can I get a pass if I don’t have internet access or a smartphone?
Anyone without internet access or a smartphone can contact our call center on 02.279.85.35 to arrange an appointment. We’ll help you obtain a (paper) pass.
How to receive a pass ?
Once your application has been validated by our control services, a PDF pass will be sent to the e-mail address you provided when you made your request. What to do in case of lost pass ?
If you can no longer find your pass in your mailbox, please contact us by e-mail zpz.polbru.eurotop@police.belgium.eu or by phone 02.279.85.35. We will send you your pass in PDF format to the e-mail address you provided when you made your request.
What should I do if I change my vehicle?
If you change your vehicle, please send us an e-mail to zpz.polbru.eurotop@police.belgium.eu with your file number, first and last name and all the details of your new vehicle. We’ll send you back the pass in PDF format to the e-mail address you provided when you made your request.
How long is my pass valid?
During a calendar year there are two presidencies lasting 6 months. The first presidency starts on January 1st and ends on June 30th. The second presidency starts on July 1st and ends on December 31st. The expiry date of your pass is stated at the bottom of the pass in the format MM/YYYY. The expiry date of temporary passes is also stated in the format DD/MM/YYYY.

My garage is within the security perimeter?
The local inhabitants and companies with a garage in the security perimeter can get access to the perimeter during the summit if they have requested a pass for their vehicle on the site https://www.polbru.be/eurotop.
Vehicles must be inside the garage. No parking on the street will be allowed, not even temporarily.
Access to the security perimeter with a motorised vehicle will only be possible through the access point on the corner of avenue d’Auderghem and avenue de la Joyeuse Entrée. Leaving the security perimeter will only be possible via rue de la Loi (Berlaymont side).
My vehicle has been towed away
From the first day of the European summit and throughout its duration, it will be forbidden to park any type of vehicle (car, motorcycle, bicycle, scooter, etc.) within the security perimeter (see “What is the security perimeter during a European summit?”). This prohibition will be indicated by posters and a police banner. All vehicles parked within the perimeter will be removed automatically by our services.
Vehicle owners will be able to pick up their vehicle at the Europe district police station, boulevard Clovis 10, 1000 Brussels, on presentation of an identity document and the vehicle’s registration documents.
Owners of bicycles that have ben towed away, can pick up their bikes at the Europe district police station, boulevard Clovis 10, 1000 Brussels, on presentation of an identity document. If you are not sure whether your bike has been serviced, you can always contact the police station reception desk on 02.279.85.10.
Deliveries
During the European Summit no deliveries will be allowed within the security perimeter (see “What is the security perimeter during a European summit?). Within the security perimeter, garbage bins and outside seating accomodations will also have to remain inside during the European Summit.
Why is there police presence:
At the corner of avenue de Cortenbergh and rue Stévin and At the of rue Archimède and rue Stévin?
The part of avenue Cortenbergh between rue Stévin and the Schuman roundabout and the part of rue Archimède between rue Stévin and the Schuman roundabout are made into local traffic zones during a European Summit. No vehicle is allowed to park in these zones. The local inhabitants who have a garage in these zones will be able to get in and out of their garages, but they are not allowed to park their vehicles on the street in these zones.
Pedestrians can move freely in these zones until they reach the checkpoint where they will have to show their passes if they wish to enter the security perimeter.
At the corner of avenue d’Auderghem and avenue de la Joyeuse Entrée?
The vehicles authorized by the police will be allowed into the security perimeter after showing their accreditation to the police. The corner of avenue d’Auderghem and avenue de la Joyeuse Entrée is the only access to the security perimeter.
How to gain access to the rue de la Loi on the side of the European Commission building without a pass giving you access to the security perimeter?
You can get access through the entrance on the corner of rue de la Loi and boulevard Charlemagne using train dock 1 of the SNCB Bruxelles-Schuman train station.
What about the tunnels?

Wat met het openbaar vervoer?
During a European Summit, the bus stations on rue Archimède at the Schuman roundabout will be relocated to the front of the Maelbeek metro station on chaussée d’Etterbeek.
This concerns the following lines:
- Nr 12 (direction Brussels Airport or direction Luxembourg)
- Nr 21 (direction Brussels Airport or direction Luxembourg)
- Nr 36 (direction Konkel)
- Nr 60 (direction Uccle Calevoet and direction Ambiorix)
- Nr 79 (direction Kraainem)
The Maelbeek metro station on chaussée d’Etterbeek can be reached by rue Joseph II or rue Stévin. The metro between Schuman and Maelbeek will also be available. More information can be obtained on the STIB website www.mivb.be .
The metro and the SNCB trains will operate as normal. However, only the following entrances will be open :
- Entrance 1 : BERLAYMONT next to the Berlaymont building
- Entrance 2 : CHARLEMAGNE on boulevard Charlemagne, next to the Charlemagne building
- Entrance 3 : LEX, opposite entrances 1 and 2 on rue de la Loi
The rue de la Loi can be crossed underground via the platform which passes through the above-mentioned entrances 2 and 3.

One month before each European summit, the Brussels CAPITAL Ixelles police zone opens a telephone helpline where the general population can ask any questions, they may have about the measures taken or to be taken in connection with the summits, as well as any useful additional information.
